The instruction set, in order

  1. The subcontract award. What a federal subcontract award looks like and the first documents you will receive.
  2. SF 1413 — Statement and Acknowledgment. Who fills Part I and Part II, every field, and the labor-standard clauses it acknowledges.
  3. Daily reports. The contractor daily report: what to record, how to record it, and how to keep it clean for the prime.
  4. Certified payroll. Weekly certified payroll (WH-347) and the statement for personally performed work (GSA Form 618-D).
  5. Labor standards. Davis-Bacon, the Copeland Act, and Contract Work Hours and Safety Standards overtime.
  6. Closeout. Releases, final documents, and the record you keep for yourself.
