Certified payroll reports

On federal work, "certified payroll" is how you prove that the people on the job were paid correctly under the wage rules. It is submitted weekly, and it is signed under penalty of law — so accuracy is not optional.
Weekly certified payroll (WH-347)
The standard weekly certified payroll reports, for each worker:
- Name and identifying information;
- Work classification (the trade/labor category);
- Hours worked each day of the week;
- Rate of pay and gross wages earned;
- Deductions and net wages paid.
It ends with a statement of compliance — the certification that the wages shown were paid and that no unlawful deductions or kickbacks occurred. This is the part that makes it "certified," and it is signed under 18 U.S.C. § 1001.
When you personally perform the work (GSA Form 618-D)
If the owner or a principal personally performed the work and received no wages and employed no laborers, a certified statement is submitted instead of weekly payrolls. It states:
- Your name and role (owner, partner, president, etc.);
- The firm and whether it is a prime or subcontractor;
- The nature of the work and the building, city, and state where it was done;
- The government contract number;
- That the work was done personally, that no wages were received, and that no mechanics or laborers were employed; and
- The last date work was performed at the site, with signature and title.
